This is the second apartment I’ve bought these for and they don’t disappoint: well made, inexpensive (esp. the under $4 for 30 of them!), fit snugly yet are still removable easily enough. In my experience they help with the following things: keeping cold or hot air from circulating out of the unused outlet and keeping out smells from neighbors or anything else.
